What Are HOA and CDD? Understanding Florida Neighborhood Fees Before You Buy
Short answer: HOA is a fee paid to the association that manages the neighborhood's rules and shared spaces. CDD is a separate charge in some newer communities that funds infrastructure. Both affect your monthly cost and what you're allowed to do.
Many neighborhoods in Florida are governed by an HOA (Homeowners Association). It's nearly standard in Tampa Bay's planned communities and newer-construction neighborhoods. When choosing a home, it pays to look beyond price alone to these rules.
What is an HOA?
An HOA manages a neighborhood's shared spaces (pool, park, entry gate, landscaping, and similar) and its rules. Dues can be paid monthly, quarterly, or annually, and vary a lot by neighborhood. Check what the dues actually cover, some communities include lawn care or internet.
Rules an HOA sets can cover:
- Exterior paint color, fencing, garage doors, and landscaping changes
- Vehicle and parking rules (commercial vehicles, boats, RVs)
- Pet restrictions
- Rental rules: Some communities prohibit renting or set a minimum lease term. If you're buying for investment, this is the single most important item to check.
What is a CDD?
A CDD (Community Development District) is a structure set up, especially in some newer and planned communities, to finance infrastructure such as roads, drainage, and shared amenities. The CDD fee usually arrives annually along with your property tax bill and is separate from the HOA dues. If you're buying in a community like this, add both HOA and CDD to your monthly cost.
What should you do before buying?
- Find out the HOA dues and what they cover.
- Ask whether the home has a CDD fee.
- Read the rules documents (HOA documents) during the buying process. Pay particular attention to rental, pet, and exterior-change rules.
- Check whether dues have increased in recent years, and the state of the reserve fund.
Extra caution if you're buying a condo
Condo dues tend to be higher, and roof, elevator, or building repairs can bring an additional charge called a special assessment. Building maintenance and reserve fund condition matter a great deal. In coastal areas like Clearwater and St. Petersburg, this can directly affect the decision.
In the calculator
Enter the dues into the HOA field in our calculator to see how it changes your monthly payment. You can divide an annual CDD fee by 12 and factor it in the same way as property tax.
